My Lord,
I have the honour to bring to Your Lord-
-ship's notice the fact that on the promotion of Mr. T. L.
Perkins in February, 1918, from the maintenance of Roads and Buildings Office of the Public Works Department to the position
of First Assistant Director of Public Works, that portion of
the work of the office, which was concerned exclusively with
the maintenance of Buildings was transferred to the Architect-
-ural Office, as being the office most fitted to deal with it.

It was unfortunately necessary to make this
arrangement at a time when the Architectural Office Staff was
already below its full complement, owing to the impossibility
of filling certain vacancies which had occurred, and the work
of the office which had continuously been increasing by reason
of a number of new building schemes, was thereby further
augmented,

I have to bring to your notice the excel-
-lent work which has been performed by Mr. H. C. Lowick,
Assistant Engineer in the Architectural Office, since the
change outlined above has taken place. Mr. Lowick has not
spared himself in the performance of his increased duties,
and has, in addition to the ordinary maintenance work, taken
charge of several large contracts for new buildings in a most
